Keiichi had gotten used to the city and made friends at school. He isn't as scared as he was when he first came to Arakai and is a little more laid back seeing the variety of people living within the city. Now he's taking a walk around the Pier.

Suddenly a voice came from behind a large sign. "Hey, kid, come here a minute."

He heard the voice and tracked it to its source. "Hello?"

A woman in a trench-coat, hat, and sunglasses was waving him towards her.

"Ok..." He followed what the lady was saying.

"Listen to this." She handed him a device that looked very old. It had headphones with it and had some buttons labeled "play" "Pause" etc.

"What is it?" He put the headphones on.

He listened to the song for a while before giving a reply. "It's really good. I don't really listen to much music."

"No silly, I meant me. I'm only half mermaid though, I don't have a tail, my songs don't have as strong of a power, and I won't turn into bubbles when I tell someone."

"Wait, mermaids can become bubbles? I didn't know about that part."

"Yeah, if they break mermaid laws, they might turn into bubbles and dissolve. It's all determined by our Judge though, he can inhibit the process if he wishes, and even stop it if you accept your sentence. I don't have to worry about any of that though."
